01.1. The Problem with Mutable Static URLs
In early web architectures, static JavaScript and CSS files were served at static, mutable URLs:

If you configure the web server or CDN to cache /scripts/app.js with Cache-Control: max-age=2592000 (30 days):
- When developers deploy a critical bug fix or security patch to
app.js, existing users will not receive the update for up to 30 days, because their local browser caches and intermediary ISP proxies continue serving the old file. - Conversely, if you set
max-age=0(disabling caching), every single page view downloads megabytes of unchanged code, saturating network bandwidth and driving up cloud CDN egress bills.
